I work offline for extended periods pretty often, and recently started
writing a workshop for SOTM US. Working offline efficiently forced me to
write my own offline conflation and validation software (GPLv3) though.
JOSM works pretty well offline, and you can hack the cache to get
working background imagery if you want it. I have to download many gig
of data before hitting the road, but it works OK other than the pain of
syncing up with upstream changes when back online. My software has been
handling that reasonably well too. Everything runs on my laptop.
