I'm not totally sure of the complete story. However the "blue birds" are actually swallows. The swallows became a popular tattoos for sailors and members of the navy. I can't remember why but I believe it had something to do with the fact that swallows were commonly seen near the shore and that it was a sign the voyage was coming to an end when sailors saw the swallows.
I'll verify this later and make sure that's the reason they got the tattoos. But I can assure you they are swallows and it originated in the navy.
