traditionally, they are swallows. A very common tat design for sailors and 
"rough trade" in the 40's and 50's. Most tatooists don't use the Petersen 
guides to birds of America as a design source :-)

To my Midwestern eye they look like Eastern bluebirds.  There are dozens of 
subspecies of swallows and some of them are also blue with orange, yellow, or 
white bellies.  I won't argue the point with you.
