Hey all, we fixed this issue and i figured i'd let you all know how. (in case anyone cared) Turned out we had both CF7 and CF8 running on one of our servers so each version was running the scheduled tasks separately and thus doubling up all each one. We figured that's why others were not running at all; some kind of conflict. Either way, it's now fixed and everything is right in the world. Thanks for the helpful hints, sorry it turned out to be something so basic.
