A lot of people like to use Lighthouse Pro which is free. It works decently well for a one man show, meaning just one developer and they are the person who inserts/updates the issues. We tried using it on a project that had 3-4 active people in it and ran into flaws with the application, the biggest one being sometimes we were stepping on one another's toes. The issue we would run into is an "issue" in the system is not locked when it is opened up to be updated and the application scope is used for updating things. So user A and user B go to update the same "issue" at about the same time and toes get stepped on and only one of the updates shows up. I still use it for my personal tracking needs and occasionally will let another user into it.
