Yep, that is pretty standard around here.

On a win2K box with IE6, sessions stick
On a winXP box with IE6, sessions stick
On a WinXP box with IE7, no sticky sessions.
On a the Win2K3 server with IE6, no sticky session.
FireFox everywhere the sessions stick.
Everywhere the http protocol is 1.1; in IE the site is in the Intranet
Zone.

I am convinced it is not the browser, it is how CF is sending data to
the browser.
