I don't know how cfwindow does it, but often the screen effects like that are done by placing a layer over everything with a repeating background image that is a semi-transparent gif -- 50% black dots, 50% transparent, or similar. Here's your daily supply of outright supposition: if that's how it works, and if you can figure out the gif's location (perhaps with the dev tools in Firefox), replacing the gif with one of more transparency could do the trick.
