For these types of clients you could consider using a template
purchased off the web.  There are excellent designs available that
cost very little.  You can then take the template, change the CSS a
bit, and end up with a very attractive site that costs the client very
little money.  You should discuss this option with the client so they
are aware of the price benefits but also the downside that their site
will look somewhat similar to possibly hundreds of other sites.  No
one would ever really notice but some client are particular and prefer
to pay for a unique look.

I have used one of these in the past:  http://www.freewebsitetemplates.com/.
It was well designed and the CSS was easy to manipulate.
