A community group needs at least 3 (that's the constitutional
minimum - 4 or more would be better) Core Contributors who
are responsible for governing its affairs.

What you need to do is identify those people who can lead the
HPC Developer Community, tell the OGB who they are, and
how you're going to take the community forward.
