Jacquard is a French company so I belive it is available in Europe. The waterfastness is a dependent on the inks used.
They make two coatings, the original the needs steaming, and the Fabrisign that doesn't. I use the Fabrisign. Really I believe the steamed version is primarily for dye sublimatin inks that need the heat to seal properly. I would email Sandy and ask about that. With the Ultrachrome inks I submurged the Fabrisign Haboti in water and there was little breakdown in 10 minutes. With Jon Cones black and white ink they are waterproof. Personally I coat every piece for display with Premier Art Print Shield because unless they are under glass Ultrachrome would need the UV protection. If you really wanted to make them 100% moisture proof you could coat with a canvas coating like Clearstar or Lumina.
