I recommend that a release candidate gets published before a new version
of HPLIP comes out. You can decide on making the release candidate only
available to selected persons (like HPLIP maintainers of distros) or to
the hplip-devel list. So the final versions published to end users will
be more clean and stable and do not always require official patches.

It is the same as with CUPS. As Mike Sweet did not make release
candidates (early 1.1.x times) in every Mandrake distro I have put a CVS
snapshot of around two weeks after the released versions and that way we
had always a well-working stable CUPS in our distro.
