Although installing net-snmp and net-snmp-devel should in theory resolve the network question, something else to consider is that Red Hat 9 and below are not supported by HPLIP. There is a conflict with the version of python that red hat 9 and below are using and with the most recent version of python that is available and that is required to run HPLIP. If possible consider upgrading to Fedora Core 4/5 for full support.
