HI!

I've just upgraded to SUSE 10.1, which installed hplip by default. My hp
photosmart 7660 seems to be configured correctly by YAST, but when I try
to run hp-toolbox I get an error saying that there is no hp device
found. However, checking http://localhost:631 reveals the printer seems
to be configured at the correct URI.

Hm, this worked for me out of the box.

However, I could not print ("Device is busy") until I added my user to the "lp" group. Maybe this help you, too.

SUSE won't let me edit the configuration using a browser.

For this, you have to run (as root):
lppasswd -a root

After that, you can login as root with that password in the cups web interface.
