Yes you will need "/var/run" and "/tmp". You really need "/var/log" for syslog and cups error log messages otherwise there is no way to tell what's going on.
I have not tried your configuration, but I believe this is all the writable directories you need. If you only need printing, you can just use the HPIJS printer driver. HPIJS can be installed separately from HPLIP. HPIJS uses less resources.
