It seems that neither the HPIJS driver (for PCL) nor the printer's
built-in PostScript interpreter has such a function.

But the Gimp-Print driver (for various HP LaserJets in PCL mode)
can do something like this.
For example the Gimp-Print driver for the "HP LaserJet 4 series"
has a "ColorModel" option with a "Black & White" choice and if this
doesn't do what you want, you may alternatively use options like
"Contrast", "Brightness", "Gamma", and "Density" - e.g. maximum
contrast should have the effect that all darker than medium gey
becomes black and the rest becomes white but with the brightness
option you may be able to adjust the threshold and with a low value
for density you could even save toner.
Of course those settings do not apply only for text so that
it won't print o.k. if text and graphics are mixed up. 
Simply set up an additional print queue for the Gimp-Print driver
to try it out any play around with the various options.
