Your distro might have them in a separate package. For example, Debian
puts them into hplip-ppds instead.

You could solve the problem yourself by downloading the tar file from
Sourceforge, and installing whatever PPD you want from the tarball. But
if you're using Gentoo, you should bet getting the whole tarball anyway,
so you might want to find out what your installer script is really
doing.
