It is a recommended package. The hplip package recommends that you have either the hpijs-ppds or linuxprinting.org-ppds packages installed (you can have both installed as well). I will consider recommending both packages instead of one or the other, but you still need to have your favourite package manager set to install recommended packages to get them automatically.
