It is a recommended package.  The hplip package recommends that you have
either the hpijs-ppds or linuxprinting.org-ppds packages installed (you can
have both installed as well).

I will consider recommending both packages instead of one or the other, but
you still need to have your favourite package manager set to install
recommended packages to get them automatically.

I strongly recommend using the "aptitude" package manager to deal with
Debian packages.

Make sure you have installed the recommended package "python-reportlab" for
auto-generated cover pages.   hp-fax/hp-toolbox should have complained if
you asked for a cover page and reportlab isn't installed, though.
