The key was that the gentoo "snmp" use flag is needed if you have a network attached device. It does (at least) the following.
1. Causes building hplip to require building net-snmp, which satisfies the libnetsnmp-devel problem. 2. Sets network-build=1 in the configuration file (/etc/hp/hplip.conf). xsane then worked immediately. There is a problem with the fax but I will send another msg as I believe that is the proper netiquette.
