HP distributes a free SDK called APDK, for developing printer drivers
for embedded systems. You can obtain this software
and related documentation from hpapdk.com.
Some printers that are supported under hpijs are not supported by APDK,
the code however is the same as under hpijs.

Subject: [Hplip-help] Support printers in the embedded system
Hi,
I am trying to support printers (HP psc1210...) in the
embedded system (ARM based). Due to the limited storage, I can not build
the hpijs driver on the system. I used an x86 system with cross platform
compiler to compile the driver. My question is how to build and install
the driver manually?
