Hopefully nowhere because there is no libnetsnmp-devel in openSUSE 10.2. The official openSUSE 10.2 distribution provides exactly this RPMs: net-snmp.rpm and net-snmp-devel.rpm. I guess you got one more false alarm from hp-check?
