Did you run configure and make in the hplip directory?
When make completes successfully, it puts the executable hpijs in .libs
Check to make sure you copied the right hpijs
> ls -l /usr/bin/hpijs
-rwxr-xr-x 1 root root 1811252 2007-10-04 11:27 /usr/bin/hpijs
is what I have on my ubuntu. The file size should be over a meg.

I use cups for print.
and install cups into /opt/cups
and I only build hpijs and install to /usr/bin
when I print , in the error log it said can not find hpijs server, GPL
