It creates a hal rule in /etc/hal/fdi/policy/10osvendor/80-scanner.fdi that is used by hal and resmgr to give user permissions to the usb device for scanning and hp-toolbox. I also have a 5610 and it worked great in 10.2 and now in 10.3, and kooka works great as well, even giving input option for the ADF. You did use hp-setup to install it? Mine even automatically installed the fax. HTH.
