The last episode of the Calc series may answer your question. This was
where I created a Template that had embedded styles, and it was called
Billable Time. The idea was to have a sheet for each month, and each
sheet had to have all of the same styles, fonts, and colors. So I
created the first one the way I liked, then copied it 11 more times
using the standard Ctrl+drag with the mouse.

Now, I know you are not happy with using a mouse for obvious reasons, so
there is a series of keyboard commands to copy a sheet:

Alt+E - This opens the Edit menu
Alt+S
Alt+S - You need to do this twice to get to the Sheet option
Alt+M - This opens the Move/Copy dialog
Alt+o - this selects Copy
Alt+O - This says "OK" and creates your copy

Now, so far I have not found a way to move a sheet using keyboard
shortcuts, but I hope this is of some help to you.
