I don't see why it should. I run a script derived from Bashpodder which
uses xsltproc to parse out the enclosures. I tried it against the new
feed (excuse any weird wrapping my mailer does):

$ xsltproc parse_enclosure.xsl
"http://hackerpublicradio.org/rss.php?html=1&format=ogg";

No problems. I know Mashpodder does things pretty much the same and I
imagine the others will be very similar in their behaviour.

I tried gPodder and I notice that it doesn't render the HTML description
very well, but the new feed doesn't cause it to fail.

I have been using Akregator to view this feed for a while and it renders
it very nicely.

I also validated a copy of the feed against
http://www.xmlvalidation.com/ and it reports no problems.
