Various additions to the mpi future infrastructure
- cleaning up hpx::mpi::init and hpx::mpi::finalize, adding default values for
their arguments
- adding an RAII type enable_user_polling
- modifying test to use new facilities (remove explicit handling of scheduler
mode, etc.)
- adding overload for hpx::mpi::wait taking an additional predicate
