You might want to look at a minimal skeleton for python bindings (using 
Boost.Python) we created a while back here: 
https://github.com/STEllAR-GROUP/hpx_script. 
Please let us know here or on IRC once you have submitted your draft proposal, 
we'll try to give some feedback.
