It isn't. I wasn't aware of these two options. However, the machine does
have more than 64 cores.

in my experience, this always happens when you try to run an
application compiled with
HPX_WITH_MAX_CPU_COUNT=64
HPW_WITH_MORE_THAN_64_THREADS=ON
on a machine that has more than 64 cores.
If that turns out to be the the problem. please file an issue so we
remember to fix it.
