This candidate should have business analysis abilities as well as system integration and technology experience. They consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise and make recommendations on business and technical solutions based on hands-on experience solving similar business problems. They are able to utilize knowledge of theory, principles, or technology of specific discipline or field of specialization. Years of Relevant Experience: More than 5 years Preferred Education 4 year college degree in computer science or a related field with advanced study preferred; certifications specific to the field of project management. Role Description •Consult with executive-level stakeholders to define business need or problem; conducts research, performs studies and surveys to obtain data; and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. •Require knowledge in computer programming and other related technical fields as well as extensive experience in a particular business or industry subject matter. •Conduct study or survey on need or problem to obtain data required for solution. •Analyze data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services. •Advise client or department heads on alternate methods of solving need or problem, or recommends specific solution. •Require experience providing consulting services to governmental entities. This SBMSE will be responsible for mapping and developing business and technical process for future systems accommodations using various sources of data. This position requires knowledge of Healthcare coding schemes (LOINC, SNOMED, ICD-9-CM and ICD-10) as well as Heath care payment models and epidemiologic analytic tools This person is more of an analyst than an IT person. The informatics skills necessary are to determine how to get the following information and then to assist DHSS in designing a dashboard to encompass analytical tools which are available to retrieve the information accurately and timely. The next phase (not necessarily this role) would be to develop the dashboard and create the linkages. The deliverable will be an implementation guide – not a project plan. Knowledge of: -Healthcare coding schemes (LOINC, SNOMED-CT, ICD-9-CM,ICD-10, SNOMED-CT, ICD-9-CM & ICD-10, CPT, HCPCS, etc.) -Healthcare payment models -Past work with common epidemiologic analytic tools (e.g., SAS, arcGIS, SPSS, Epi-Info, Excel) It is essential that this consultant have the ability to drive business questions by looking at data elements and formulating ad hoc queries that can be used on a situational baiss. This position requires on-site work at the State of DE.
