I'd generally agree with this, though it is at least actively
maintained. From what I understand, e-mail followups will be going in at
some point "Real Soon Now."
On the other hand, it has a few plusses like the upload file form,
reminders when bugs become old, and assigning to a particular person.
(In my case, reminding myself that I need to get followups on a bug is a
good thing.)
