Yes. The default templates are hard-coded, in part because it's 
faster than to load them from disk. The "builtin-long" and 
"builtin-short" templates correspond to the hard-coded versions. The 
long.html and short.html templates are provided mainly as a 
convenience and because people had a hard time understanding that you 
*could* change the templates before they were also put into file form.

It's certainly not a bug. It might not be a bad idea to code in 
something to the error logs if it can't read the templates though.
