You don't need to install it into every students account. However, you'll need to put the htsearch binary into a place that allows it to be a properly treated CGI. On some servers, this is a special directory. On other servers this is done by giving it a .cgi extension. You may or may not want to have a separate config file for each student (e.g. to let them change the format of search results).
