Yes, as I said, 3.2.0b3 is almost a year older than 3.1.6.

Yes, the b means beta, and the 3.2 beta development is happening
concurrently with the 3.1.x stable release maintenance, beginning just
after the release of 3.1.4.  It's sort of the same idea as the even and
odd minor releases of the linux kernel, where the 2.2.19 stable realease
is newer than the 2.3.1 development release, for example.
