You need to install the gcc-g++ Cygwin package.
Open the setup.exe again and select/install that package.

What version are you using?
If you use the makefile.win32 and see the associated readme you can build a native Win32 HtDig.

And I have Solaris 8/9 WITH gcc-3.4.1/3.4.2 installed WITH libstdc++ installed to /usr/local/lib which IS in $LD_LIBRARY_PATH and I get the same error...
I can see, in the configure script, where the error is generated but cannot, for the life of me, figure out why it is occurring...
Any thoughts?
