I disagree with this.  I think htdig is making a safe assumption in
treating the query strings as significant.  For all it knows, they may
very well be, so it shouldn't strip them off unless explicitly told to
do so by some other option/attribute.  That's really a peripheral issue
to the handling of local_urls, though, because there are cases where
users wanted query string stripping even for HTTP-based digging.  I think
Andy Armstrong's url_rewrite_rules patch,

    ftp://ftp.ccsf.org/htdig-patches/3.1.5/htdig-3.1.5.aarmstrong.tar.gz

would add the capability to do this and more.
