In the case of "accents" as modifications to the character set, 
you're probably OK depending on which characters you 
replaced--assuming you replaced mostly other accented characters, 
then the Latin-1 character set should probably be fine and you won't 
have to worry about designing your own locale.

You can certainly use the "accents" fuzzy algorithm (currently only 
available to 3.1.5 in the form of a patch) to map between the accents 
and unaccented form--for example if someone enters an unaccented word 
the algorithm will allow a match with an accented form.
