The ht://Dig project is far from dead, though we haven't had a 
release recently. (Hard to make progress without many volunteers.) I 
just haven't had the time to post the recent changes to the webpage.

As far as Chinese or other multi-byte character set, I suspect you 
will have to wait longer unless someone volunteers to take this job. 
It's certainly on the TODO list, but if it falls to me or any of the 
other current developers, it will take quite some time. We have other 
features and improvements we'd prefer to do first.
