Great!  I don't know when I'll be able to start working on applying
patches to the CVS tree for the next release, but probably not for at
least another week or two.  In any case, the accent patch will definitely
go into it.  I just need to add documentation for it, and/or backport the
documentation changes from 3.2.0b3.  Geoff's message about what should
go in the next 3.1 release was in response to my earlier message, where
I gave a whole list of archived patches that should go in.  The accents
patch is a must!  I'll let you know when we have a pre-release ready
to test.  In the meantime, I'm still looking for volunteers to help
commit patches and (most importantly) document them.
