Either that, or ArsDigita has browser-detection built into the
server. Some servers do this for sending "Netscape" or "IE" specific
pages. But as Jesse pointed out, it's definitely a server issue, not
an ht://Dig one.
(BTW, it does look like the site sets a cookie in my browser when I
look at it.)
