Yeah, except these aren't URLs. There was some definite bugs in the URL
parsing code that were ironed out in the 3.1.0bX series and I'd rather see
people use genuine file:// or http:// URLs.

Sure. Try something like this:
start_urls: http://localhost/~user/
local_urls_only: true
local_urls: ...

<http://www.htdig.org/attrs.html#local_urls>
