I think the latter suggestion would make more sense, and be less confusing.
You could essentially drop the rewriting code into htsearch, and have it
use a search_rewrite_rules attribute, or something similar.  It would
work just like the current patch, only it would do the rewriting just
before the URL is displayed (i.e. when the URL template variable is
set).
