The problem seems to be that the <base ...> tag that you add at the
beginning of the search results header changes the interpretation of
the script name that gets plugged into the followup search form and the
page list buttons.  This script name is a relative URI, taken from the
SCRIPT_NAME environment variable.  Because it's relative, it's interpreted
relative to the base URI you specify in the <base ...> tag.

You'd either need to get rid of the <base> tag, or override the
SCRIPT_NAME with an absolute URI in the "script_name" configuration
attribute in your search configuration file.
