Well, make sure exactly that. You'll need to make sure that the
cgi-bin directory is marked as a ScriptAlias, and you'll need to make
sure that the directories that lead up to it have descend (x) and
read (r) bits set. Finally, you'll need to make sure that the
htsearch binary itself has read and execute permissions for all users.
