in 3.1.5, 3.2.0b3 and later, htdig will no longer continually hang and
keep trying the same server over and over again.  Once it determines
it's down, it assumes it'll stay down so it can get on with the job of
indexing other servers.  That's what the server not running error means.

Obviously, htdig is trying to index via HTTP, so you probably don't
have your config attributes set the way you want them to be.  Note that
local_url_only is not the same as local_urls_only!  Are you sure you
didn't misspell the attribute name in your config file just as you did
in your message above?  If you have correctly set...

local_urls_only: true

in your config, htdig should never attempt an HTTP connection, so you
shouldn't get the errors you report.
