[htdig] New version of doc2html conversion script

Here is version 3.0 of doc2html,  Perl scripts for converting various
documents into HTML.  I hope somebody can put this in place of the existing
version in the contrib/parsers section of the htdig ftp server, once that is
usable again.

Major changes from version 2.3 are:

    Timeout option
    Logging option
    Simplified design, with separate scripts for PDF and SWF files.
