Well, it depends what you want to index. If you're only indexing other
sites, then you don't need a web server on your own machine. If you want
to index pages on your own machine, you pretty much need a web server.
You can get by without one if you can get away with using local_urls and
local_urls_only to index everything on your site via the local filesystem.
This will only work if all your pages fall into the fairly stringent
requirements itemized in http://www.htdig.org/attrs.html#local_urls,
and you don't rely on the web server to produce directory indexes
(i.e. all referenced directories have an index.html).
Of course, even if you do the indexing without a server, it may not do
a whole lot of good unless you've worked out how to run htsearch without
a server.
