You shouldn't need a patch.  Just set local_urls and local_urls_only
(see http://www.htdig.org/attrs.html).  As long as your documents fit
the limited set of extensions allowed for local_urls, and your directories
all have an index.html file, htdig should be able to index without having
to fall back to the http server.

If your site relies on the web server's automatic index generation for
some directories, then you may need either to make your own index.html
files for these, or generate a file list of URLs to be indexed as shown
in http://www.htdig.org/FAQ.html#q5.25 .
