When you run the "rundig" script, it uses "htdig -i" to reindex from
scratch, so it won't remember what it could or couldn't find last time.
When it reindexes, it will find the same URL to the same missing document
again, and try to fetch it again.

The only way for htdig to continually ignore a particular URL when
rebuilding from scratch would be for you to add the URL to an exclude
list, e.g. in exclude_urls.
