You don't mention what OS you're using, but have you checked the FAQ, e.g.
<http://www.htdig.org/FAQ.html#q5.13>
Failing that, I'd check to make sure your CGI environment is set up
and that you can run htsearch from the command-line successfully. So
make sure you can get other CGIs running the same directory as
htsearch and that you can run htsearch as an executable.
You might also check the server's error log for more information.
