Right now, it consists of the 3.1.5 release plus a patch that Geoff posted
yesterday.  There isn't much else that needs to be put together.

However, given all the stuff I've committed to CVS in the past month, for
development of the eventual 3.1.6 release, it might make sense to start
issuing development snapshots of the 3.1.6 code for testing, much like we
do for the 3.2.0b4 development code.  What do you think, Geoff?
