I just checked, and the documentation with the 3.1.5 distribution wasn't
clear enough. I had already added an extra note in the docs on the web
site, though (http://www.htdig.org/attrs.html#allow_in_form). I've added
this to the docs for the upcoming 3.1.6 maintenance release as well.
